A Vietnam War refugee, Anh “Joseph” Cao served as the U.S. Representative for Louisiana’s 2nd Congressional District from 2009 to 2011, becoming the first Vietnamese-American to hold a congressional office. With degrees from Fordham University and Loyola Law School, he previously worked as a legal counselor for Boat People S.O.S., a non-profit organization serving Vietnamese refugees. In 2002, Archbishop Alfred Hughes appointed him as a member of the National Advisory Council of the U.S. Conference of Catholic Bishops.
